Device subscriptions require that you are in a country where service is available.  If your country is not listed as being supported, this could be due to the following reasons.  

LTE Devices

The Type of Network Used Is Not Available

For example, with the Forerunner 945, Garmin uses a newer low-power LTE technology called LTE-M. This new technology requires certification, compliance, and/or infrastructure that may not currently be available in your country.

We Do Not Have a Required Contract in Place for Your Country

For example, Mexico does not have a contractual agreement in place to support Garmin LTE products.
