Add TruckDown data to a preloaded NTTS trucking device

Unfortunately, the trucking devices that were preloaded with NTTS trucking data will not be able to add TruckDown data. The only devices that will have the ability to update TruckDown data are those that come preloaded with TruckDown data out of the box.
