Why Does My Garmin Watch Display an "Active Call" Notification After Updating to iOS 13?

iOS 13 is providing a new notification when making or answering a phone call.  This is a standard smart notification that is sent to the watch and cannot be turned off through the settings of the phone, watch, or the Garmin Connect app.  The notification will automatically disappear from display of the watch after 30 seconds or less.
