Avoiding the New York City Congestion Relief Zone
New York City's congestion pricing plan, which began on January 5, 2025, is an electronic tolling system that charges vehicles for entering the Congestion Relief Zone — the central business district area of Manhattan south of 60th Street. It excludes certain highways like the FDR Drive and West Side Highway as well as the Hugh L. Carey Tunnel.
It is the first of its kind in the United States. Here are the key points for drivers:
- Purpose: The initiative aims to reduce traffic congestion in Manhattan's busiest areas, improve air quality, encourage public transit use, and raise funds for public transit improvements.
- Toll Costs: The toll amount depends on the time of day, type of vehicle, payment method, and whether any credits apply.
- Payment: E-ZPass or billed via US mail.
- Exemptions and Discounts: there are exceptions for certain vehicles and discounts for certain roads.

Garmin will be adding this data into the City Navigator North America 2026.10 map update in the first quarter of 2025.
Current Map Version: 2026.10 (North America) as of February 12, 2025.
After updating to the 2026.10 map, if you have an automotive device and you would like to avoid the Congestion Relief Zone, you will need to have Toll Roads or Tolls and Fees selected as an avoidance in your navigation settings. Touch the box next to Toll Roads or Tolls and Fees to enable the selection with a checkmark. On some devices, Toll Roads or Tolls and Fees will be a separate line within the Navigation or Route Preference settings.
With Toll Roads or Tolls and Fees enabled, the device will avoid the Congestion Relief Zone, provided that an alternate route is available.
