Device Displays the Message "The attached cable cannot currently charge your device."

The provided vehicle power cable MUST be used in the vehicle in order for the device to operate and charge the battery simultaneously. 

The device cannot be charged by a USB cable in the vehicle unless the provided vehicle power cable was a USB cable and adapter.  The device's Owner's Manual contains more information under Specifications.

When connected to a computer or vehicle via USB cable, your device may present a message stating "The attached cable cannot currently charge your device."  This behavior is normal.  While the device does receive enough power from the computer or vehicle to remain powered on and to operate, it does not receive enough power for the battery level to increase.

When connected to the computer, a message should appear which indicates that the device will enter file transfer mode in 20 seconds. The number of seconds will count down to 0, after which the device will automatically enter file transfer mode unless the Cancel button is pressed. See the image below:

If you touch Cancel to leave the device on the main menu, the message below may appear:

 

The device will continue to operate off of external power from your computer, but the battery charge level will not increase. If this is the case, the device may display a red battery icon, which is normal.

While plugged into the computer, if you allow the device to count down to 0, the device will enter file transfer mode and enable communication with your computer. This will be indicated by an image of a GPS and computer connected on the screen. When on this screen, the device will receive a very slow charge from the computer.
